Phoenix-based pet products marketer PetSmart promoted David A. Quinn to senior vice president, distribution. He had been vice president of distribution.

Quincy, MA-based women’s apparel cataloger/retailer The J. Jill Group announced two promotions. Peter J. Tulp, formerly corporate controller of the company, was promoted to the newly created position of vice president of logistics and supply chain management. And Linda L. Trudel was named vice president/corporate controller; she had been assistant corporate controller.

Washington-based retail industry group National Retail Federation (NRF) appointed Crate & Barrel CEO Gordon I. Segal as its new chairman of the board. NRF also appointed James M. Zimmerman, chairman/CEO of Federated Department Stores, first vice chairman of the board; Arnold B. Zetcher, president/CEO of The Talbots, second vice chairman of the board; and J. Hill Stockton, president of Norman Stockton, third vice chairman of the board. The NRF also appointed new members to its board of directors: Bruce Nelson, CEO of Office Depot, and Martin Zaepfel, vice chairman/president/CEO of Spiegel.

Fleetwood, PA-based cataloger Paul Fredrick MenStyle promoted Scott Drayer to circulation manager. Drayer had been circulation coordinator/analyst for the men’s apparel cataloger.

Willowbrook, IL-based R.R. Donnelley Logistics, a unit of R.R. Donnelley, named Gerald A. Pappa vice president of postal affairs. Pappa’s responsibilities include furthering the company’s partnership with the U.S. Postal Service to benefit direct marketers. Most recently, he was vice president of logistics planning with Home Shopping Network.

Delray Beach, FL-based office products marketer Office Depot appointed Jocelyn Carter-Miller executive vice president/chief marketing officer. She was previously corporate vice president/chief marketing officer of Motorola.

Leila Griffith has joined Longmont, CO-based Concepts Direct as vice president of merchandising. An independent catalog merchandise and creative consultant for the past 14 years, Griffith will oversee merchandising and creative for the gifts and stationery cataloger’s five core titles: Colorful Images, Linda Anderson, Snoopy Etc., Linda Anderson’s Collectibles, and The Music Stand.

New York-based Federated Direct, the direct-to-consumer division of Federated Department Stores, named Peter Mendoza senior vice president, bridal strategy and development. Most recently Mendoza worked in Federated’s Rich’s/Lazarus/Goldsmith’s division.

New York-based accessories marketer Coach named Gary Loveman, president/chief operating officer of casino-entertainment company Harrah’s Entertainment, to its board of directors.

The U.S. Postal Service Board of Governors promoted William T. Johnstone to secretary to the board; he had previously been deputy secretary.

New York-based Gould Paper Corp. has promoted Anselm Lambert to vice president/chief information officer. Previously, Lambert served as director of MIS for the corporation.
